# 日本漂流（2049）

日本军部秘密向日本临时政府提议，启动富士山计划，准备在全球探测和争夺龙胶囊遗迹资源，并在南极洲重建日本国。

日本临时政府内部调查员三本次郎，在富士山计划调研中，接触到了富士一号的灵魂人物石原尤加利，发现，原来所谓的地质次生灾害，实际是日本军部启动了富士山下的巨型龙胶囊-“富士1号”。

富士一号是超级地质武器，威力完全脱离了日本军方控制，最终引发了日本列岛中央构造带断裂，导致的次生灾害，导致日本列岛开始沉没。

三本次郎选择了爆料，导致了日本政府异常被动。

中国、俄罗斯政府在联合国推动成立了日本列岛危机调查组，要求日本政府配合提交，关于日本沉没的所有相关资料，并将调查结果向全球公众公开。

经过利弊权衡与谈判，日本临时政府和军部，一方面计划摆脱中国福建聚居地的多重限制，一方面形式所迫，最终同意了中国提出的分布式移民的建议，并提出要求，在南极洲建立独立定居点。

2049年联合国大会审批同意，在联合国的组织下，各移民接收国和日本开始建设全球9大难民定居点，开启了“生存、治安、就业、发展” 的日本人道主义灾难移民计划，史称“日本漂流计划”。
